Minutes of the Meeting of Marshchapel Parish Council held in the Village Hall Meeting Room on Tuesday 11th July,  2017 at 7.53 pm


Present: Cllrs. P Rickett (Chair),  C Henderson,  R. Bealey, R. Joynson, S. Osbourne , R.  Parkinson and H. Mason


Apologies: Cllr R. Cordy  (Holiday)

 30.17 – County Councillor – D McNally


Cllr McNally reported that the referendum will not go ahead, the District Council is not supporting it at the moment and the Government have put it back for 2/3 years.

Highways cluster meetings will take place over the next few weeks.

Calling in planning applications for committee decisions will change, they will only be permitted to be called in if there is significant community support or objection with relevant issues.

Consultation on the cattle market at Louth is due within the next few weeks.

Fairer Funding for Lincolnshire will be discussed at the Council meeting tomorrow (12th July) at present Lincolnshire receive £252 per resident against £536 for London.  The formular needs to reflect change for everyone.

In view of the recent disaster at Grenfell Towers in London the CC have been checking the cladding on their buildings. It has not been used on any social housing above six storeys,  no educational building above four storeys and all schools and academies are being checked regardless of height.  To date the statistics are 550 buildings with no cladding, 88 with cladding that is not in need of replacement and 78 still to be assessed.

The minutes of the last meeting were moved and signed.

 33.17Matters Arising/ Clerks Report

 Caudwells Trees  -  I have been in contact with Merton College again and they were under the impression that they had resolved this problem. They have asked me to forward photographs, which I have done and I am waiting for their reply.

Replied received – someone will inspect these trees within the next 2/3 weeks

Red Ensign – As at today’s date I have not contacted Mr Jackson, I hope to do so before meeting.

It was agreed that if Mr Jackson is willing to fly the flag that we purchase it for £28.00. Proposed Cllr Rickett, seconded Cllr Henderson.

 Pavilion Insurance – Mrs Beevers has informed me she is looking into insurance on the pavilion.

Parking on grass verge in Mill Lane – Mrs Johnson, Acting Head of School, has sent a parent mail out to all parents passing on our request.

 Trees at back of Playing FieldCllr Rickett reported that there was no visible problem with these trees. Situation will be monitored.

Speed signs – still need to find convenient time for those involved.

Double white lines – Cllr McNally still making enquiries

34.17 – Financial

 Financial report agreed.

Two cheques signed:

721- 1st Marshchapel Scout Group - £200  (Private donation)

722 – P. Plumridge – ref Easyweb renewal - £118.80

 Easyweb renewal was discussed, it was agreed to renew for one year, proposed Cllr Parkinson, seconded Cllr Osbourne and in the meantime Clerk will look into web site supported by CC.

 36.17 - Football Pavilion

Mrs Beevers and Mr Cooper have sorted this out between themselves. Original planning application specified that the pavilion was owned by the PC, in view of this the PC will sell the pavilion for £1 to Mrs Beevers.   Proposed Cllr Rickett, seconded Cllr Parkinson.

 37.17– Damage Report

 Street light No 1, Harpham Road, on all the time.

Street light by school oil tank on all the time.

 38.17 – Planning - None

 39.17 – Chairman’s Items

 Two members of the public exercised their right to look at the books, prior to audit date,  Clerk, Chair and Vice Chair attended. Nothing was raised with auditor.

 Clerk, Chair and Vice Chair have arranged a meeting with Monitoring Officer at ELDC

 40.17 – AOB

 Mobile library dates amended, notice to be put in Notice Board.

 41.17 Date and Time of Next Meeting


There will be no meeting in August.

 Next meeting Thursday  7th September,  2017 – 7-00 pm Trust Meeting,  7.30 pm Parish Council Meeting.
