Minutes of the extra Meeting of Marshchapel Parish Council held in the Village Hall Meeting Room on Monday 25th April, 2016 at 7.30 pm

Present: Cllrs. P Rickett (Chair), C. Henderson (Vice Chair) (from 7.43); H. Mason, S. Osbourne, R Joynson, R. Cordy and R Parkinson.

Apologies: R. Bealey (previous commitment).

Clerk: Mrs P. Plumridge.

Chairman welcomed everyone to the meeting and thanked everyone for coming at relatively short notice.

141.15 - PC Sub Committee
The purpose of the meeting was to discuss the proposal of a group of people in the village wishing to become an ‘action group’ against the traveller site in Hallgarth and whether we should set up the group as a sub-committee of the Parish Council.

It would appear, however, that the group do not wish to be a sub-committee of the Parish Council since they don’t want to be bothered with giving notice of meetings, taking minutes and generally complying with PC regs. They wish to be informal.

There is, therefore, no decision to be made.

The Councillors discussed informally the way forward that the Parish Council will take once we are formally consulted on this issue.

142.15 - Payment to Archive Group
Whilst the Councillors were meeting the Clerk took the opportunity to discuss a matter that had been raised with her regarding money given to the Trust from the Millennium Exhibition in 2001. The minutes state that the money donated on the door was given to the Trust, the Archive Group are under the impression that it was given for the Trust to ‘hold’ and have asked for the balance to be paid to them. Prior to discussions with the Commissioners are few years ago, the Trust did make a couple of small payments to the Archive Group for their resources etc but a payment of this nature is not now in our remit. This was discussed at length and the outcome was that the Trust cannot make a payment but the PC could make a donation to the Archive Group. It was proposed by Cllr Cordy and seconded by Cllr Rickett that the PC pay the Archive Group £100. All in favour.
