Minutes of the Meeting of Marshchapel Parish Council held in the Village Hall Meeting Room on Tuesday 12th January, 2016 at 7.15 pm

Present: Cllrs. P Rickett (Chair), C. Henderson (Vice Chair); B. Bealey, H. Mason, S. Osbourne, R. Cordy, R Parkinson and R. Joynson.

Apologies: None
Also present: Cllr Palmer (ELDC), Cllr McNally (ELDC & LCC).
Clerk: Mrs P. Plumridge

No members of the public present.

96.15 No declarations of interest

97.15 Minutes of the previous meeting were moved and signed.

98.15 Matters Arising

Hedge - Cllr McNally had obtained information regarding the area of the field that the school are partly responsible for, it does not include the boundary hedge which is under discussion. This was discussed further and it was felt that it was going to be such a huge cost to cut back this hedge that it will not now go ahead, also due to the fact that not all neighbours are in agreement.
Rospa Report – Newby Leisure have shackles and bushes on order, they will be fitted as soon as they arrive. Cllr Parkinson did not take Rospa Report.
Road between Village and Eskham - Report received but data could be somewhat compromised due to the fact that there were road works in place. Another survey has been offered and will be requested, also one at north end of village.

99.15 Cllr Palmer & Cllr McNally

Councillors discussed proposal of ELDC to cut the footway lights in 96 parishes across the district, which will affect 42 lights in Marshchapel.
Councillors are not happy about this and have asked the District Council Representatives to air our views and objections at their meeting when the budget is discussed. These remain the same as last time when we discussed it at the December meeting.

“PC objecting to having this responsibility passed on and Cllr Palmer to make representations highlighting our objections and observations which included:
Possibility of sensors on lights; LED lights; ELDC have duty of care; challenge for cheaper tariffs; risks involved with no lights in country/rural areas (falling into dykes); are ELDC targeting just villages or will towns be affected as well; increased crime rate.”

Councillors also discussed what we might have to consider it we did have to take responsibility for the lights, ie insurance, possibility of turning some of the lights off, every other light off, all lights off at mid-night. Cost for taking on lights would probably have to come out of precept, and extra £2000 on the precept would cost each household £8-£10 per year. Clerk to write to ELDC.

DC & LCC Cllrs had nothing further to report to meeting.

101.15 – Financial
Financial report forwarded and agreed. One cheque signed. (See AOB)
673 – P Rickett - £30.00 – donation

Precept figures and costings previously forwarded, discussed and slightly amended. Precept of £11,200 to be applied for. Proposed P. Rickett, seconded S. Osbourne.

102.15 – Planning
N/118/01737/15 – this application went to Committee and we were made aware that the DC were not happy that no objectors attended Committee meeting to speak. However it seems that none of the objectors were aware of the date of the Committee meeting. Cllr McNally to find out whether it is normal practice to notify objectors of Committee meeting date and time (as PC are notified) or whether it is left for them to find the information out for themselves from the web site.

104.15 – AOB
Email has been forwarded to Cllr Henderson regarding retirement of Rev. Bob Emm and asking for donation towards leaving gift. Cllr Rickett proposed donation of £30, seconded S. Osbourne. Cllr Rickett offered to pay cash and a cheque was written out for him.
