Minutes of the Meeting of Marshchapel Parish Council held in the Village Hall Meeting Room on Tuesday 10th May, 2016 at 8.30 pm

Present: Cllrs. P Rickett (Chair), C. Henderson (Vice Chair); B. Bealey, H. Mason, R Joynson and R. Parkinson

Apologies: R. Cordy (working), S Osbourne (family).

Also present: Cllr McNally (LCC & ELDC), Cllr. Palmer (ELDC)

Clerk: Mrs P. Plumridge.

4.16 Cllr Rickett declared an interest in planning application no: N/118/00093/16
No one else declared any interests.

5.16 Minutes of the previous meeting were moved and signed.

6.16 Cllr Palmer (arrived at meeting early, gave his report at 7.20 after Annual Parish Council meeting and before Annual Parish meeting)
Cllr Palmer informed the meeting that ELDC would be holding their AGM next week.
He asked for the PC thought on devolution, which would introduce another tier of government and the proposal of 12 members and an elected Mayor for our area of the County.
Parish Councillors questioned where the money would come from to pay for this and it was indicated that central government would initially pay some of the costs but ultimately the money will come from district and parish councils. General consensus of opinion was that it was not required especially in view of the proposed cuts to street lights and grass cutting.

The Birkbeck Academy will be opening its new gym tomorrow, however this would not be open to the general public.

The Lindsey Marsh Drainage Board are doing a good job keeping the dykes clear but they are having to cope with lots of wild-life at the moment.

The gypsy/traveller transit site. Cllr Palmer was aware of this but he did declare a pecuniary interest.

Meeting suspended at 7.30 until 8.30. AGM commenced at 7.30, Cllr Palmer stayed for part of it.
(Cllr Palmer left at 7.35 pm, just as Cllr McNally arrived)

7.16 Cllr McNally
Cllr McNally further discussed the proposal of ELDC to switch off the street lights and stated that he had tabled a question for 27th May, which will question whether Parish Councils who have opted to pay for their street lights will be charged from 1st November, (2016), whilst those who have opted to have them turned off will have them switched off from next April, (2017) this does not seem fair and needs clarifying. Council McNally will be in contact with the Clerk after this meeting to clarify if we need to send in any more correspondence regarding this.

The CC are looking at putting LED lights in their columns at a cost of £8m, which should pay back in 4 years and they are looking at dimming or partial lighting through the night.

The Poppies from the Tower of London will be on show at Lincoln Castle from the end of May to the beginning of September.

8.16 Matters Arising

The money for Playing Field fence (less £150 excess) has now been received. The dog poo bin has been resited but apparently we have had a request to put it on the other side of the fence (P Rickett to see TEJ regarding this).
Grass cutting – Waterloo homes – Waterloo homes have said they will not be doing the grass cutting this year, residents have had their charges amended accordingly.
Highways won’t take on any more grass cutting.

As more and more information is coming to the Parish Council by email, these are being forwarded onto Councillors to read. Unless specifically put on the Agenda they will not be discussed at a Parish Council meeting, although you will have the opportunity to raise concerns/questions under the item ‘Correspondence’ on the Agenda.

10.16 – Financial
Financial report forwarded and agreed.

Cheque 680 – for Archive Fund. As per minutes of previous meeting it was agreed to give £100 to the Archive Group in lieu of the money donated to the Trust. However, Mr Burgess has refused the cheque stating that he doesn’t wish to take money out of the precept or from the Parish Council funds. Cheque 680, therefore, cancelled and destroyed

11.16 – Planning
Cllr Rickett left room, Cllr Henderson took Chair

N/118/00093/16 – Mr S Smith. Change of use.
Cllrs discussed this application and have noted that the newly build conversion is significantly higher than what was previously there, as a cow shed. It was noted that a two bedroomed property has been applied for but it appears to be four, on a larger foot print.
However, in principle the PC have no objection to this development.

12.16 – Chairman’s Items
Cllr Rickett returned to Chair
Clerk to get a quote for clean up and restoration of war memorial.

13.16 – AOB
Cllr Henderson stated that the 30 mph speed limit was rather confusing on the school fence where a 20 mph limit was advisory.

14.16 Date and Time of next meeting – Tuesday 14th June, 2016 at 7.00 pm. (Trust) followed by Parish Council Meeting at 7.30 pm
