Minutes of the Meeting of Marshchapel Parish Council held in the Village Hall Meeting Room on Tuesday 8th November,  2016 at 7.30 pm

 Present: Cllrs. P Rickett (Chair),  C Henderson,  H. Mason, R. Bealey, S. Osbourne, R, Cordy and    R. Parkinson

Apologies: R. Joynson (ill), 

 Also present: 2  members of public. Cllr McNally (LCC & ELDC ) from 7.45pm

The minutes were moved and signed.

 75.16 – Matters Arising

 Footway Lights – It would appear that although the footway lights remain on, in some part of the village some of them are going off at 11 pm or midnight and coming back on again at 6 am. It appears new sensors were put on about three weeks ago and they take time to adjust when the clocks change from BST. It has also been clarified to us that East Lindsey lights are the lights on the main road and all the lights in cul-de-sacs are LCC lights, apparently taken over under a Section 38 agreement.  This explains why some lights remain on and others don’t.   The lights will remain off during the early hours of the morning unless there are extenuating circumstances for them to remain on or the crime rate increases.

Speed Brackets – not done yet.

Rospa Report – A quote from Newby Leisure for £600 + VAT has been received. Proposed we go ahead by Cllr Parkinson, seconded Cllr Henderson.

Pavilion – Clerk to make further enquiries with Mr Cooper.

 76.16 Members of Public

The number of pot holes through the village was brought to our attention and especially the poor way in which they are repaired.

It was also brought to our attention that a number of vehicles use Duckthorpe Lane/West End as a short cut and as this is little more than a single track this is also in a very poor state of repair. It was suggested that maybe we could look into extending the 30 mph speed limit to this section of the village especially in view of the  use of the site at Grove Cottage for up to 5 caravans. Cllr McNally to be asked to look into this.

It was suggested we could site the de-fib in the phone box once we have adopted it.

  • 27.10.16   Traffic Survey Report;
  • 6.11.16 Lincolnshire Mineral and Waste Local Plan Site Locations Consultation.

The traffic survey was discussed and it shows that the north end of the village is particularly bad with cars regularly speeding with speeds in excess of 40 mph. The Road Safety Partnership suggested they contact Richard Precious to see if he could put some officers in position who were particularly renowned for catching speeding vehicles.

 79.16 Cllr McNally

The situation at Duckthorpe/West End was explained to Cllr McNally he stated he would look into the criteria for changing the speed limit to 30 mph.

Cllr McNally reported that Devolution had been passed at ELDC but voted out at LCC and it will not go ahead in its current form.

The Local Plan has gone through at ELDC and will shortly be back out for consultation to make it ‘sound and legal’. It is a 15 year plan.

It seems that the proposed traveller transition site will now be at Mablethorpe or Burgh-le-Marsh.

  80.16 – Phone Box

It was agreed we would apply to adopt the phone box, all were in favour of this. Clerk to look into insurance.

 Our interest in purchasing the land at Hallgarth has been registered with ELDC.

 

Cllr Henderson reported that the Scouts would be joining in at the War Memorial with a procession from the Church and asked that as many Councillors as possible attend the service at the Church as well as the War Memorial.

85.16 Date and Time of Next Meeting

 Tuesday 13th December – 7-00 pm Trust Meeting,  7-30 Parish Council Meeting.
